Sturgeon County Council Recap | December 8, 2020

Highlights from the last Sturgeon County Council Meeting

Here are the highlights from the December 8, 2020 Sturgeon County Council Meeting:

  • 2021 Municipal Election
    Council made a number of decisions in preparation for the 2021 Municipal Election, starting with the appointment of the Returning Officer and the Substitute Returning Officer. Council also passed the Election Bylaw 1522/20 and updated the Election Campaigns Policy to align with changes to the Local Authorities Election Act.  The municipal election will take place October 18, 2021, with the nomination period opening January 4, 2021.
  • Fees and Charges Bylaw
    Council approved the 2021 Fees and Charges Bylaw 1525/20, which establishes the rates, fees, and charges payable for municipal services provided by the County. The updated Fees and Charges Bylaw will be posted on the County’s website.
  • 2021 Proposed Operating and Capital Budget
    After careful deliberations over the course of three days in November, Council approved the 2021 Operating and Capital Budget and approved in principle the 2022-2024 Proposed Operating Financial Forecast and 2022-2026 Proposed Capital Financial Forecast. The consolidated budget is a total of $122,853,856, including $75,825,714 as the operating budget and $47,028,142 for capital expenses, with no increase to property taxes. The final municipal tax rate will be approved in the spring of 2020. At that time, residents will see updated amounts for the taxes levied for education and seniors housing, as regulated by the province.
  • Broadband Pilot Project
    Council approved the proposed Broadband Pilot Project – Phase 1, which aims to improve reliable, affordable broadband services to residents and businesses in Sturgeon County. The first phase will focus on the Villeneuve area, including the Villeneuve Airport and the Pro North Industrial Area. While funding has been approved through the 2021 budget deliberations, the County will be exploring partnerships and funding opportunities, including potential grant funding.
  • Subdivision Authority and Development Authority for Limited Annexation Area
    Council gave second and third reading to Bylaw 1520/20, which amends the Subdivision Authority Bylaw 1339/14, with respect to a portion of the lands that are being annexed by the City of St. Albert. This bylaw will provide authority for the County to appoint the City of St. Albert as the Subdivision Authority for these lands, while the County maintains responsibility for statutory plan amendments including redistricting, until the annexation is complete.

    Related to Bylaw 1520/20, Council also gave second and third reading to Bylaw 1521/20, which would appoint the City of St. Albert as the Development Authority for the portion of lands being annexed by the City.
  • Support for 2021 Edmonton Air Show
    Council voted to support the 2021 Edmonton Air Show by maintaining a financial commitment of $20,000 for in-kind activities as had been provided in previous years, as well as to cancel penalties in the sum of $8,281.04 related to the 2018 event. The financial commitment is dependent on the event taking place in 2021.
  • Request for Utility Fee Cancellation
    Council denied a request to waive $1,126.59 in water services.
  • Municipal Planning Commission
    Council approved Bylaw 1524/20, which amends the County’s Municipal Planning Commission (MPC) and reflects best practices and legal advice regarding the role and authority of the MPC.

The next Sturgeon County Council meeting will be held at 9:00 a.m. on January 12, 2021.
