Sturgeon County Council Recap | May 24, 2022 

Here are the highlights from the May 24, 2022, Sturgeon County Council Meeting


At the start of the Council Meeting, Mayor Alanna Hnatiw made the following proclamations: 

  • Seniors Week: June 6-12, 2022 

  • Pride Week: June 13-17, 2022 

Mayor Hnatiw also read in a statement regarding Sturgeon County’s support for people displaced by the war in the Ukraine, which started three months ago. 

Open Space Capital Projects 

Council approved the 2022 Open Space Capital Project List, which includes a number of open space and parks improvements as well as planning for future initiatives. The 2022 budget allocated for the projects is a total of $1,573,825. Council also directed that a letter of support be sent to the Minister of Alberta Environment and Parks for the development of an equestrian staging site at the Redwater Sandhills Recreation Area. 

Land Use Bylaw Amendments 

Council postponed second reading on Bylaw 1581/22, which proposes redistricting the lands where the Stratotech Raceway is located from recreational to direct control. Council directed Administration to work with Stratotech to submit an updated noise study completed by a qualified professional over a minimum period of seven days including at least one event. The information is to be presented at the June 28, 2022, Council meeting. 

Following a public hearing held earlier in the meeting, Council gave second and third reading of Bylaw 1587/22, which amends the Land Use Bylaw with updated regulations regarding accessory dwelling units, including basement suites, garden suites, and garage suites. 

Changes to Councillor Business Expense Reporting 

Sturgeon County will now be providing quarterly reports of Council expenses and in a new format that combines the two separate reports provided previously. The reports will be structured in such a way that it is easier to read and will be posted on the County’s website. The Councillor Business Expense and Elected Official Remuneration policies were amended to reflect the change. 

Waterline improvement for Trestle Ridge 

After receiving petitions by residents of Trestle Ridge, Sturgeon County will be moving forward with a project that will provide water to properties in the subdivision. The estimated project cost is $232,772, which will be repaid by the property owners through a local improvement levy established by Bylaw 1599/22. 

Villeneuve Drainage Project 

Council approved awarding the contract for the Villeneuve Drainage Project to K-Rite Construction Ltd. at a project cost of $1,015,829.01. The project will help address widespread historical flooding issues in the area including targeting priority drainage problem areas. 

County moves forward with Youth Advisory Committee 

Council gave second and third reading of Bylaw 1588/22, which amends the current Council Committees Bylaw to establish a new Youth Advisory Committee. This committee will be composed of two councillors and 11 public members, which would be youth between 16 and 24 years. The Youth Advisory Committee will have the mandate to advise Council on issues relating to youth in the community. 

Next Council Meeting 

The next Sturgeon County Council meeting will be held at 9:00 a.m. on June 7, 2022.
