Highlights from the October 27, 2020 Sturgeon County Council meeting
Before the start of the Regular Council Meeting, Council held their annual Organizational Meeting. Here are the highlights from the Organizational Meeting:
- Council approved the 2021 Meeting Calendar, which also includes the following key dates:
- 2021 Operating and Capital Budget Meetings - November 24, 25 and 26
- July 27 and August 10 Regular Council Meetings cancelled for summer break
- December 28 Regular Council Meeting cancelled for winter break
- 2021 Municipal Election: October 18
- Municipal Election Nomination Day: September 20
- Council also approved the Boards, Committees and Commissions appointments for 2020/2021
Here are the highlights from the October 27 Sturgeon County Regular Council Meeting:
- Plastic Research in Action (PRIA) Asphalt Paving Applied Research Project
Sturgeon County will be participating in a research initiative with the Northern Alberta Institute of Technology (NAIT) and Inter Pipeline to determine the effectiveness of post-consumer plastics as an additive to asphalt mixes used on County roads. Council approved the County entering into an in-kind contribution agreement for $30,000, which includes staff time, product placement, signage, traffic control, and reporting. Sturgeon County will participate in the project as part of the 2021 Road Construction program.
- Animal Control Bylaw 1508/20
Council gave third reading to the new Animal Control Bylaw 1508/20 (repealing the previous Bylaw 952/02). This bylaw deals specifically with the keeping of livestock, poultry, and fowl. The bylaw has been amended since first and second reading to include various provisions, including requirements for residents to notify Sturgeon County if they will be keeping urban hens, and to make themselves and their coops available for inspection. The approved bylaw will be posted on the County’s website and communicated to the public.
Council also moved a recommendation to bring Bylaw 1508/20 to the August 24, 2021, Committee of the Whole Meeting to review the effectiveness of the Animal Control Bylaw.
- Sturgeon Valley Public Engagement and Communications Plan
Council approved the Sturgeon Valley Public Engagement and Communications Plan, which will guide the strategy in informing and engaging the public in amending existing and developing new statutory plans for the Sturgeon Valley. Planning certainty in the Sturgeon Valley has been a priority for the County for many years and there is an opportunity to incorporate some innovative and forward-thinking ideas within the new Sturgeon Valley Area Structure Plan. The public engagement strategy starts off with an information session in late November/early December, with more interactive sessions taking place in January and February 2021, and the formal bylaw process including a public hearing anticipated for mid- to late February.
- Bylaw 1510/20 to amend Land Use Bylaw 1385/17 – Goose Hummock Golf Course
Council held a public hearing regarding Bylaw 1510/20, a bylaw to amend the Land Use Bylaw to change the classification of a 10-acre parcel adjacent to the Goose Hummock Golf Course from Agriculture to Recreational for development of a campground site. After considering public input, Council decided to defer second reading of the bylaw until the November 10, 2020, Council Meeting.

The next Sturgeon County Council meeting will be held at 9:00 a.m. on November 10, 2020.
2021 Budget Meetings are taking place November 25, 26, and 27, starting at 9:00 a.m.
