Highlights from the September 22, 2020 Sturgeon County Council meeting

Here are the highlights from the September 22, 2020 Sturgeon County Council meeting:

  • Mayor Hnatiw proclaimed that:
  • Broadband Survey Results and Summary of Discussions with Local Internet Service Providers
    Council heard the results of the 2020 resident and business broadband surveys and summary of discussions with local Internet Service Providers. The results will be used in the development of a recommended business model to advance broadband connectivity in Sturgeon County. The survey and the speed test data will also be used when advocating for support to the provincial and federal governments.
  • 2020 Bridge Maintenance Contract Award
    As part of Alberta Transportation’s Bridge Inspection and Maintenance System, Sturgeon County inspects a portion of its 144 bridge structures every year. These inspections identify the condition of the structures and are used to generate a list of recommended repairs and replacement priorities. On September 22, Council awarded the 2020 Bridge Maintenance Contract to 1690082 Alberta Ltd. at a contract price of $537,700 (excluding GST).
  • CFB Edmonton Waterline Extension Project
    In 2018, Sturgeon County was notified that CFB Edmonton is no longer able to supply water from their water reservoir to the hamlet of Namao. It was determined the most cost-effective course is to extend a pipeline from the Allin Ridge Reservoir east along Sturgeon Road to the entrance of CFB Edmonton (thereby reconnecting to the existing waterline along Range Road 244 servicing Namao). Residents, businesses, and institutions should not experience water disruption during pipeline construction. The County will work to notify those impacted of any possible water outages. Residents who were once serviced directly from CFB Edmonton will have the opportunity to become customers of Sturgeon County’s Utility. On September 22, Council award the contract for the CFB Edmonton Waterline Extension Project to Pipe Quest Projects Ltd. at a contract price of $749,216.60 (excluding GST).
  • 2020 Resident Survey
    Council approved the postponement of the 2020 Resident Survey until 2021. The current survey questions, format, and metrics will be reviewed and brought back to Council in early 2021 with recommendations.
  • St. Albert Annexation Agreement
    After nearly three years since the formation of the Annexation Negotiating Sub-Committee, the City of St. Albert and Sturgeon County are pleased to announce that a final, non-contested annexation agreement has been reached between the two municipalities.

  • Potential St. Albert Annexation Area School Site
    The City of St. Albert and Sturgeon County have been approached by a local land developer, Landrex, to support a proposal to provide lands within Sturgeon County for a new school site. The proposed site is within the proposed annexation boundary area. On September 22, Council authorized that a letter of support be sent to the Minister of Education and that required bylaw amendments be prepared to assign the City of St. Albert as the Subdivision and Development Authority in parts of the proposed annexation area lands required to support a potential new school site.
  • Amendment of Land Use Bylaw
    Goose Hummock Golf Resort recently acquired an additional 10 acres of land.  The Resort is requesting the 10-acre portion of land to be redistricted from “AG – Agriculture” to “REC – Recreational” – for consistency with the existing Goose Hummock lands. On September 22, Council gave first reading to a bylaw that will allow the proposed redistricting to proceed to a Public Hearing.
  • Resource Extraction Regulatory Review
    Sturgeon County is reviewing current resource extraction regulations.  Throughout this process, Council has reflected on findings from public engagement. On September 22, Council approved a strategy for the continuation of the project and provided direction to further engage key stakeholders in a second round of engagement. The details of this public engagement will be announced soon.
